Rainfall warning in effect for Windsor-Essex and Chatham-Kent

Environment Canada issued special weather statements for several areas areas in Ontario, including Toronto.

From Windsor through London, 20 mm is possible by Tuesday morning, with another 5mm forecasted on Tuesday.

The agency is forecasting between 20 and 30 millimetres of precipitation by Wednesday.

The rain combined with rapidly melting snow may result in ponding. If visibility is reduced while driving, slow down, watch for tail lights ahead and be prepared to stop.

World Rugby say TMO erred over Wales no-try call against England
The TMO ruled that Wales fullback Gareth Anscombe failed to ground the ball properly in an incident in the 23rd minute of the game at Twickenham.

Meanwhile, heavy rainfall overnight has created flooding on some roads around Toronto.

A special weather statement is now in effect for Toronto as "significant rainfall" continues into Wednsday. This is below Environment Canada's criterion for rainfall warning when the ground is frozen.

"More off-and-on rain is expected into early Wednesday until a cold front moves in and drops temperatures below freezing by Wednesday night, so things could get slippery".

"We do like to stress that people stay away from water courses because any low-lying area can have the potential for localized flooding", Rebecca Elliott, the TRCA's engineer of flood risk management, said.
