Body Of Missing Man Found After Ellicott City, Md., Flood

The National Hurricane Center in Miami said in an advisory issued at 8am ET that the storm's center was about 100 miles south-east of Destin, Florida, and moving north at 6mph.

Brown water rushed through Ellicott City's historic Main Street, topping buildings and cars, as the Patapsco River swelled to a record-breaking level.

Bowman said she fled her shop, Clipper's Canine Café, with her cat through a window because the rainwater flooded the area.

"My heart is broken, thinking about what the people are going through here - and the people's lives who were devastated two years ago, and they rebuilt and now they're faced with the same daunting task again", Kittleman said at the press conference. "I couldn't imagine what they went through two years ago, and now it's even worse".

Still, the one man remains missing, and this Maryland town is heartbroken. At the height of the storm, the water had risen above the first floor of some buildings, Howard County emergency officials said. A local newspaper reporter remarked on Twitter that Sunday's flooding looked "worse than 2016", when a similar flash flood struck the same neighborhood on Saturday, July 30.

"Thank God for good people who took us in off the streets!" Gas lines were shut down and a historic building fell, he said. When the flash flooding receded, first responders walked through the ravaged downtown area, the main street strewn with debris.

Residents and business owners were being allowed to return to the hardest-hit areas Tuesday to collect their personal belongings.

One person was missing following the Ellicott City flooding, Howard County Executive Allan Kittleman said Monday morning.

Some people reported hearing a blaring alarm during the flooding. Emergency crews performed at least 30 water rescues.
