Tropical Storm Chris forms off North Carolina, man drowns in rough surf

The National Hurricane Center in Miami said Sunday that the storm was likely to strengthen. Tropical storm watches were in effect for Dominica and Guadeloupe.

Tropical depression Tropical Depression 3 was located 195 miles south-southeast of Cape Hatteras, North Carolina, Saturday morning and moving north-northwest at 6 mph.

No coastal watches or warnings are in effect, but forecasters say swells along the coasts of North Carolina and the mid-Atlantic states could produce unsafe surf and rip current conditions. Even so, Puerto Rico Gov. Ricardo Rossello declared a state of emergency for the island on Friday.

Storms named Beryl have made landfall in the United States three different times over the years, in 1988, 1994 and 2012.

A Tropical Storm Watch means that tropical storm conditions are possible within the watch area.

Later in the week, there appears to be an opportunity for the remnants of Beryl to regenerate into a tropical cyclone or storm when the system moves through the Bahamas and into the southwestern Atlantic closer to the Florida coast.

Though the storm is far from the strength of major Hurricanes Maria and Irma past year, Beryl still poses a threat of wind and rain to areas that have not fully recovered from those destructive storms.

Rebels who did not wish to come back under Assad's rule would leave for the insurgent stronghold in northwest Syria, they said. A regime air strike on the rebel-held half of the provincial capital of Daraa also killed one civilian, the Observatory said.

Tropical Storm Beryl has picked up speed in movement, but not winds, according to Sunday's 11 a.m. advisory from the National Hurricane Center. Some 60,000 people still have only tarps for roofs.

"I'm praying for all the brothers who are still living under a plastic roof", said Alfonso Lugo in the southeastern Puerto Rico town of Humacao.

In explaining the changed forecast, they note that the tropical Atlantic is much colder than normal.

Lugo lost his roof and two walls to Maria, and was waiting on Sunday for volunteers to secure his new roof before Beryl arrives. It was moving to east-southeast at 2 miles per hour (4 kph).

The NHC further stated that the disturbance is expected to move west-northwestward for at least another day, passing over the Virgin Islands and Puerto Rico during the day, and over Hispaniola in the night.

Chris is now 195 miles south-southeast of Cape Hatteras, NC, with maximum sustained winds of 60 mph.
