Social media postings show him meeting with current and previous Ukrainian political figures as part of a cable news documentary series that's critical of the impeachment inquiry.
The New York Times reported earlier that Giuliani, who is reportedly under investigation himself in the United States, had travelled to Budapest on Tuesday and Kiev Wednesday.
Others who have figured prominently in Giuliani's Ukraine overtures in the past year - former prosecutors Viktor Shokin and Kostyantyn Kulyk - didn't respond to requests for comment on whether they would be meeting Giuliani.
Those claims, some baseless and others with key disputed elements, have been the foundations of the effort by Trump and Giuliani "to pressure the Ukrainian government to commit itself to investigations that would benefit Mr. Trump heading into his re-election campaign", the report says, adding that that effort in turn has led to the impeachment proceedings in the House against the USA president.
Giuliani has sought to demonstrate that Biden and his son Hunter, who previously served on the board of Ukrainian energy company Burisma, had been engaged corruptly in the country.

Giuliani's visit to Kyiv came as House Speaker Nancy Pelosi announced in Washington on Thursday that the House is pressing forward to draft articles of impeachment against Trump, saying the president left Democrats with no choice because the country's democracy is at stake. It was not immediately clear whether Giuliani would meet any officials in Zelensky's administration on his visit.

Lutsenko was prosecutor general from May 2016 until August 2019.
Allegations put forth by Giuliani - including a debunked theory that Ukraine, not Russian Federation, interfered in the 2016 election and accusations of malpractice by former Vice President Joe Biden and his son, Hunter Biden - helped formed the contours of an impeachment report issued this week by the House Intelligence Committee.
