The Phase One Trade Agreement requires structural reforms and other changes to China's economic and trade regime in the areas of intellectual property, technology transfer, agriculture, financial services, and currency and foreign exchange.

Trump acknowledged that the trade fight with China was "nasty" for American farmers but thanked them for their patience.

For autos to receive tariff-free access between the three countries, the USMCA imposes a 75% regional content requirement, up from 62.5% in NAFTA, along with new mandates to use North American steel and aluminum, Reuters reported.

Trump repeatedly has blamed NAFTA for US job losses brought about when American factories moved production to Mexico to take advantage of low-wage labor.

Throughout the speech, Trump also touched on construction of the border wall along the U.S. -Mexico border, the low unemployment rate and water and energy resources. Trump said he would sign it after he returns from a trip to Europe this week.
