NY state expands eligibility for coronavirus testing

Cuomo said on Sunday that manufacturing and construction may start in the least-affected areas of NY state after May 15 as part of a phased reopening.

The governor gave no specifics as to when the phased approach will begin, but his NY on Pause order is now in effect until May 15th, and he explained that on that date, the state will evaluate which regions have seen the CDC-recommended 14-day decline in hospitalizations. That's assuming the state's COVID-19 numbers continue to trend in a positive direction.

"Just when you think you're going to have a good day, this reality slaps you right in the face", Cuomo said.

NY state now conducts 20,000 tests each day, more than any other state or country per capita, Cuomo said.

Cuomo said construction and manufacturing may be able to resume in certain regions of the state after May 15.

"Let's start to put some meat on the bones" said Governor Cuomo yesterday in his press conference, referring to a reopening plan.

There were 5,902 additional cases of novel coronavirus, bringing the statewide total to 288,045 confirmed cases in New York State. Forty-two people were hospitalized in Onondaga County as of Sunday, a slight uptick from Friday and Saturday.

Maryland Gov. Larry Hogan said the state would not begin to reopen until the number of deaths in the state declined for 14 state days.

"Every expert ... every one of them projected that it would be at least 100,000 more serious infections in the state of NY", he said, referencing various studies that originally projected higher rates of infection in NY state than have recently been seen. But one White House official told the Post the recommendations may "cause many restaurants to go bankrupt", seeing as they caution against any form of self-service and ask restaurants to consider installing barriers and perform staff health checks.

The second phase will be broken out into several different stages.

Phase II would involve other businesses, but the Governor didn't give too many details on what will take place, only to say Phase II will be on a more business my business analysis, "Using the metrics that we have discussed, how essential does a service provide and how risky is that business".

However, Cuomo stressed that there must be no attractions or openings that would draw a large number of visitors from outside the local area. Aside from a decrease in hospitalizations from COVID-19, the net number of intubations also declined by 115 to 3,577. As a result he is expanding the testing criteria for New Yorkers, which was originally reserved for people who were symptomatic. "If New York City can not provide basic services, then there won't be a restart of the economy in New York City or New York State".

An additional 367 people died from the disease Saturday, Cuomo said.
